Scope: |
| | The
purpose of the conference is to foster a better understanding of the relationship of operations in nuclear facilities and the application of safeguards under national and international regimes. This eighth conference in the series will provide an international forum for exchanging ideas and experiences, as well as describing progress in the areas of safeguards implementation. The conference is particularly timely considering the global expansion of nuclear energy.

| Topics of Interest: |
The presentations
should focus on current activities at nuclear materials facilities, including
enrichment, weapons material utilization, mixed-oxide (MOX) fuel fabrication, reactors (small, burner, fast, power), spent fuel storage, reprocessing, and long-term disposition of spent fuel. For each facility type, papers are encouraged in these areas
of:
- Implementation
of a strengthened International Atomic Energy Agency (IAEA) safeguards system, additional protocol and integrated safeguards,
- Integrated
design of facility safeguards systems,
- Licensing and construction of nuclear facilities and interfaces with safeguards,
- Materials
control and accountability activities,
- Physical protection of nuclear material,
- Measurement
and instrumentation techniques,
- Transparency
and confidence-building measures,
- Enhancing and evaluating proliferation resistance,
- Research
and development in advanced safeguards technologies and approaches,
- Collection and analysis of environmental samples for safeguards,
- Extension
of safeguards in light of the threat of radiological dispersal devices,
- Interactions among national, regional and international safeguards and facility operations, educating, training, recruiting and retaining safeguards experts for regulators and operators, and
- Termination of safeguards.

| Schedule for Abstracts and Papers: |
Papers are solicited for the "The 8th International Conference on Facility Operations-Safeguards Interface." Individuals with professional interest in safeguards technology and nuclear material facility operations are invited to participate.
Abstract Template
The deadline for a 200 word abstract has been extended to November 30, 2007 and should be submitted electronically to Danielle Peterson at danielle.peterson@pnl.gov.
Authors will be notified of acceptance by January 10, 2008.

Awards for Papers/Presentations
The Conference Planning Committee is pleased to announce that students who have submitted papers for the conference are eligible to win cash awards. Awards will be announced after Closing Remarks on Friday, April 4, 2008. Students who have submitted abstracts should contact sarah.frazar@pnl.gov to confirm their eligibility.
Student Scholarships
The INMM Pacific Northwest Chapter is sponsoring three $300.00 "scholarships" for college students to attend the conference. Applications are welcome from any current student, but preference will be given to students in or from the Pacific Northwest.

Format: |
| The four and one-half day conference will be held in nine one-half day sessions at which policy, technical, and scientific aspects of safeguards implementation will be discussed. An opening plenary session will feature a key note speaker, as well as a luncheon session and the evening banquet. Perspectives of government, industry and the international community will be shared.
